Islamabad: Interior Minister Mohsin Naqvi on Saturday said the creation of new administrative units should be based on the people's wishes, describing a system reset as a crucial need.

"Reset does not mean breaking down the system. Reset means making wrongs right," said Naqvi, clarifying that his earlier remarks about the system's collapse were not directed at any particular party. "If a company does not work, deliberations are held on how to make it work," he added, while addressing the National Policy Dialogue in Lahore.

His remarks come amid a growing debate in Pakistan over governance and administration, with the PPP and PML-N fielding differing perspectives on the issue. The debate was ostensibly triggered by the interior minister's remarks at an event in July where he said the current political, administrative and governance system was failing to deliver services to ordinary people and that it had virtually "collapsed."

The idea of creating new administrative units is not new and has merit in so far as Pakistan's large size and significant population growth have led to provincial units that are larger than many countries. In today's statement, the interior minister said Pakistan needed to review its system to address longstanding shortcomings and deliver better results to citizens.

"The administrative structure has lost its efficiency," he said, adding the need to understand the actual purpose behind calls for a reset, saying the purpose of resetting was "to make it better."

However, he said that any such changes would have to me made within the framework of the law and constitution. and not according to the wishes of a political party or an individual.

"The decision on establishing new administrative units should be made according to the will of the people of Pakistan," he said, adding that "This is not the result of one government; this is the result of 79 years."
