New York: Pakistan has urged the UN to turn climate commitments into financing, uphold existing water treaties and reform the international financial system to better support developing countries.
Addressing the UN General Assembly’s Second Committee on October 6, Pakistan’s Deputy Permanent Representative Usman Jadoon said its work should deliver practical results on economic and development challenges.
Jadoon called for a credible pathway to mobilise USD 300 billion in climate finance, including grants and concessional funding. He also urged the tripling of adaptation finance and adequate funding for the Loss and Damage Fund.
Pakistan supported efforts by Türkiye and Australia to make COP31 a forum for delivering commitments through resources and concrete action.
On water, Jadoon said the UN Water Conferences scheduled for 2026 and 2028 should address cooperation over shared resources. He stressed respect for international law and the sanctity of existing treaties.
He said the annual financing gap for achieving the Sustainable Development Goals (SDG) was estimated at USD four trillion.
Pakistan called for a fairer distribution of taxing rights through negotiations on a UN Framework Convention on International Tax Cooperation. It also urged developed countries to honour their commitment to allocate 0.7 percent of gross national income to official development assistance.
Jadoon sought expanded multilateral development bank lending, better financing terms and lower borrowing costs. He also called for debt reforms and stronger representation for developing countries in global financial institutions.
On trade, Pakistan urged the restoration of the World Trade Organisation’s (WTO) dispute settlement system, protection of provisions for developing countries and an end to unilateral trade restrictions.
Jadoon also warned that artificial intelligence could deepen the development divide. Pakistan called for greater attention to developing countries’ needs in AI governance, capacity building and progress towards a global AI fund.
