Peshawar: A draft action plan containing 206 proposed measures across 27 departments has been prepared for the Khyber Pakhtunkhwa chief secretary as part of planning under governor’s rule, according to sources familiar with the proposals.
The framework includes 100 day and 180 day action plans, with “Mustehkam Khyber Pakhtunkhwa” and “180 Day Strategic Plan” suggested as titles.
The proposals remain at the draft stage. They cover 37 districts, with particular attention to the merged districts.
Sources said the framework divides its priorities into three areas: public confidence, governance, and social and economic development. These contain 54, 97 and 55 proposed measures respectively.
Municipal improvements include repairing 150 important roads, covering 8000 open manholes, cleaning 4000 locations, clearing 150 blocked drains and restoring 80 parks.
Beautification of markets and buildings and installation of solar street lights are also proposed.
For Peshawar, the draft envisages traffic improvements at 20 busy locations, work on unfinished sections of the Ring Road and repairs and beautification along GT Road. Construction of the Bannu bypass and restoration of inactive water supply schemes are also included.
In healthcare, the proposals include vaccination services at basic health units and round the clock maternity care at 250 centres. The draft sets a target of 80 per cent availability of essential medicines and proposes digital monitoring of staff attendance.
It also recommends bringing 829 health facilities in the merged districts under the Independent Monitoring Unit and placing between 18 and 38 hospitals under private management.
Education proposals include improving 1500 schools, providing furniture for 700000 students and handing management of 500 poorly performing schools to the private sector.
The draft also envisages recruiting 2500 education interns and upgrading 52 special education institutions. Autism centres and a Braille academy at the University of Peshawar are among the proposed facilities.
Agriculture and livestock measures include establishing climate smart orchards across 1500 acres, constructing 400 water tanks, converting 400 tube wells to solar power and improving 150 veterinary hospitals.
In the energy sector, subsidised assistance for solar systems is proposed for 65000 households.
The mining component includes medical examinations and training for miners, alongside digital mining records.
The framework also proposes making 376 government services available digitally through the Dastak app, establishing public contact centres in every district and broadcasting a weekly programme on Pashto FM radio.
A dedicated cell to counter rumours and monthly campaigns highlighting performance are also proposed. Implementation would be tracked through digital monitoring and a central dashboard.
The draft follows the federal cabinet’s approval of an Area Representative and Development Council for 12 designated districts. The proposed action framework covers a wider geographical area of 37 districts.
